No matter how difficult, we have to …
No matter how difficult, we have to remember that book burning or biblioclasm is one of the oldest mental-psychological diseases that the Nazis, radical Islamists, were sick at one time. Oddly enough, armenians too, have long-term biblioclasm disease. Since the 8 th century up to now, Armenian vandals have burned at least 10 million valuable manuscripts and books in the territory of Azerbaijan. Only in the March massacre of Azerbaijanis in 1918 in Baku were burned more than 20,000 volumes of books. The article is devoted to the study of the history of this problem.

Azerbaijan as almost all other post-soviet countries in the early 90th appeared cut-off from the global network of scientific knowledge distribution. Government of Azerbaijan in cooperation with local scientific community developed a State Action-Plan in order to change this situation. In the present article, the authors examined activities of the Central Scientific Library of Azerbaijan National Academy of Sciences, as one of the main components of such plan, focusing on the key pro blems faced by the library, especially in terms of international relations, and solutions developed, which allowed Azerbaijan to become a part of the global network of scientific knowledge distribution.

The current library is not conceivable without an electronic catalog (EC). The introduction of the resource in the bibliographic system cannot be regarded as a simple testing of new technology or computer tribute fashion. Through EC, we can speak of the importance of a qualitative change in the field of library and information-change the model of interaction of the library and the user. From now on, the library fund is not a secret, guarded maze of directories and the library cease to be a long tradition-to keep the book. Now each user, no matter where in the world he is in, can obtain information on the whereabouts of the book, and the library-the international recognition and prestige. In other words, the EC-is the calling card of the library. Correctly composed description, convenient and versatile search the catalog, a variety of additional information services-all this creates a good image of not only the library but also the institution.

Some conceptual issues to develop the Azerbaijani libraries and improving access to new services in Azerbaijan libraries are described in the article. The necessity of introducing new technologies such as RFID, nanotechnologies, electronic ILL, GPS-alarm system, Internet 2, Semantic Web in libraries is described.

Məqalə Azərbaycan kitabxanalarında elektron kataloqun inkişaf etdirilməsi və e-kataloqa əlyetərlilik səviyyəsinin yüksəldilməsinin bəzi konseptual məsələlərinə həsr olunmuşdur. Kitabxana işi sahəsində RFID, 3G və Web 3.0 kimi yeni nəsil texnologiyalarının tətbiqinin zəruriliyi əsaslandırılmışdır. Milli Avtomatlaşdırılmış Kitabxana-İnformasiya Sisteminin (MAKİS) yaradılması, nitqin tanınması texnologiyasının e-kataloqlaşdırma işinə tətbiq olunması təklif edilmişdir.

Author of this report collect information about MARC formats, their history and process of their introducing in to the library activity of Azerbaijan. This report analyzing problems of this situations and the way ho to decide this problem in near future to improve exchange of bibliographic-library information in Republic.Думаем, не будет ошибкой сказать, что, несмотря на все произошедшие изменения, самая стойкая ассоциация с понятиями накопления и распространения знаний, культурного наследия-это библиотека. На первый взгляд, этот институт в своем традиционном виде выглядит достаточно консервативным, особенно рассматривать его сегодня, в век новых информационных технологий. К сожалению, это касается многих наших отечественных библиотек. Тут, конечно, справедливо будет заметить что это не только их вина. Ведь комплексная автоматизация стоит больших денег, ощущается нехватка специалистов, обладающих знаниями на современном уровне, нет необходимой правовой и нормативной базы. Как один из проблем вхождения библиотек Азербайджана в число прогрессивных учреждений Европы можно назвать и отсутствие собственного формата передачи библиографических данных, проще говоря AZMARC. Перед тем как перейти непосредственно к положению дел в Азербайджане, хотелось бы коротко остановиться на истории и разновидностях MARC формата.
