The transformation that Ottoman society underwent in the course of ‘modernization’by the second half of the 19th century brought with it new rules and norms of behavior. The transition to a Europeanized, namely ‘alafranga’way of life set a new task for the Turkish intelligentsia–making acquaintance with Western etiquette. And since the social life of the Ottoman until the middle of the 19th century mainly took place within their home, changes were primarily made in everyday life and the traditional Ottoman household. The entry of European norms into the traditional world of the Ottoman home began with the use of European furniture, a new organization of the rooms, and a change in interior decoration. As a result, a separate room for receiving guests called ‘salon’(lounge) appeared, which soon grows from a simple room for receiving guests into the center of the country’s intellectual life. From now on, guests will begin to gather not only for light entertainment, but also to discuss current news and events. Thus, the ‘salons’ culture, as an integral part of the lifestyle of ‘alafranga’, in the Ottoman Empire will begin to actively develop. It is these ‘salons’ that will play an important role in the mass education of the people in the future, and participants of these ‘salons’ will subsequently become the initiators of new large-scale social and cultural changes in the life of the country.

Türkiye Cumhuriyeti'nin ilk kadın avukatı Ahmed Bey Ağaoğlu'nun kızı Süreyya Ağaoğlu 1975 yılında İstanbul'da yayınlanan "Bir Ömür Böyle Geçti" adlı otobiyografik eserinde anıyor: "1929 yılında Atatürk'ün önderliğinde, Serbest Fırka kuruldu ve babam onun ısrarı üzerine onun saflarına girdi.” Bu tarihten itibaren Ahmed Bey Ağaoğlu, muhalefet safında ülkenin sosyo-politik yaşamına katılma konusundaki ilk deneyimine başladı. Ahmed Bey “Serbest Fırka Hatıraralı”nda o yıllara ilişkin değerli bilgileri, çoğu zaman herhangi bir resmi belgeye yansımayan özel konuşmaları ve yirminci yüzyılın başlarında Türkiye Cumhuriyeti'nin siyasi hayatını etkileyen kararların hangi koşullar altında alındığını anlatır. Partideki faaliyetleriyle ilgili konuşan Ahmed Bey şunları yazdı: “Muhakkak bildiğim ve asla tereddüt etmediğim bir şey vardır. The 19th century in the history of …
The 19th century in the history of the Ottoman Empire and Azerbaijan was marked by a number of political events that led to a change in the direction of the socio-cultural development of the Turkic societies in both countries. The reforms of the first half of the 19th century in the field of education and culture with their development of new socio-political programs, the emergence of new socio-cultural phenomena, new genres of literature, ideological and political trends gave rise to a new social stratum - the intelligentsia. This stratum, as the main bearer of the advanced ideas of the time, will play a significant role in the enlightenment of their own peoples. And the interaction between representatives of both intellectual circles will contribute to the spread of new knowledge and ideas throughout the region. The present article deals with the interrelations between the Azerbaijani and Ottoman intelligentsia in the 19th century. The interpretation and analysis of historical context via structural-diachronic methods help us better understand the nature of these relations and the effect they had on the events of the early 20th century.

Today, respect of human rights and democratic norms is one of the main indicators of development of society and state. Many countries put the question of human rights as the cornerstone of its foreign and domestic policy. Lots of influential international non-governmental human rights organizations appeared. Such concepts as" democracy" and" human rights" have been the object of many negotiations on local and international levels. Decisions are taken on this issue, tried to include all possible aspects of human life. And defined rights went far from the only freedom of the individual, which was before. More and more new" species" of human rights began to appear. Until that day, when in December 10, 1948 the Universal Declaration of Human Rights was not adopted. The most common, the original human rights were collected and reflected in this document. All subsequent documents are based precisely on it.

The idea of “Turkism” as a political …
The idea of “Turkism” as a political concept emerged in the second half of the 19th century initially as a movement of enlightenment and national awakening of the Turks in the cultural field among the enlightened people in the Russian Empire, and only later it turned into a political issue. In the 18 th and 19 th centuries, Central Asia, home to the majority of Turkic peoples, became one of the arenas of geopolitical competition between the British and Russian Empires. In the world history, this competition gained the name of “The Great Game”. This struggle, mainly for the territories of Afghanistan, Iran, Central Asia and Tibet and the trade routes located on them, was one of the important events that determined world politics in the second half of the 19 th century. The two colonial empires used numerous military interventions and diplomatic negotiations to gain land in Central and South Asia. In this regard, in 1878, even the British satirical newspaper called “Punch” published a caricature (Fig. 1.) depicting an angry bear on one side, an angry lion on the other, and the emir of Afghanistan standing between them with his shoulders hunched in fear. Under the title “Save me from my friends!” in its short description this caricature says:“At this moment it has been decided to invade the ameer’s territory. We are acting in persuasion of a policy, which in its extension has been uniformly friendly to Afghanistan”[15, p. 247]. During this struggle, the Russian Empire sent border battalions to Turkestan to protect its southern borders and create political influence in the Middle East and Central Asia. Today in the early 21 st century, it is quite challenging to find completely mononational state. Throughout the world history new territorial gains, wars, willing or unwilling (forced) migrations, trade relations, economic and climate conditions changed the ethnic picture of the world not once. United under the rule of one state different cultural groups had to leave together and figure out the written or unwritten rules of peaceful coexistence. The need of respect for cultural, religious, social differences in the end gave a shape to the idea of the concept of multiculturalism. Although “the clear trend across western democracies towards the increased recognition and accommodation of diversity through a range of multiculturalism policies and minority rights”[15, p. 97] can be observed from 1970s to mid-1990s, such policies could be found in 19 th century societies either. The present article deals with multicultural values existed in the Ottoman society formed by the 19 th century in inhabited by more than 22 different ethnic groups the Ottoman Empire.
