Mahir İbrahimov Azərbaycan Milli Elmlər Akademiyasının (AMEA) Abbasqulu Ağa Bakıxanov adına Tarix və Etnologiya İnstitutunda Azərbaycan diasporunun tarixi elmi qrupunun aparıcı elmi işçisi və qrup rəhbəri vəzifəsində çalışan tarix üzrə fəlsəfə doktorudur. Onun elmi fəaliyyəti əsasən Xəzər regionunun tarixi və müasir geopolitikası, Azərbaycan diasporunun formalaşması və fəaliyyəti, Türk dünyasının inteqrasiya prosesləri, enerji təhlükəsizliyi, regional təhlükəsizlik və nəqliyyat dəhlizləri kimi geniş tematik spektrə yayılır. Tədqiqatları konseptual olaraq tarixi-siyasi təhlil, müqayisəli tədqiqat və beynəlxalq münasibətlər nəzəriyyələri üzərində qurulmuşdur. Əsas və çox istinad almış əsərləri arasında 'Scheduling in iron ore open-pit mining' (2014, 24 sitat) operasional tədqiqat metodologiyasını, 'Across Cultures and Empires: An Immigrant's Odyssey from the Soviet Army to the US War in Iraq and American Citizenship' (2021) şəxsi və tarixi təcrübə əsasında yazılmış əsəri, həmçinin 'Baku-Tbilisi-Kars: Regional Implications and Perspectives' (2018) və 'Türk Devletleri Birliği Gerçeği ve İşbirliği Perspektifleri' (2022) kimi regional inteqrasiya və geopolitika mövzulu işləri qeyd olunur. Nəşr spektri beynəlxalq indeksli jurnallarda, konfrans materiallarında və elmi bazalarda dərc olunmuş 43 elmi əsəri əhatə edir. Elmmetrik göstəricilərə görə, Google Scholar-də 42 ümumi sitat, 3 h-index, 1 i10-index, 43 nəşr; AMEA DərgiPark-da isə 1 nəşr qeydə alınmışdır.

The results of the socio-political development of …
The results of the socio-political development of the world in the twentieth century show that this century was a time of exacerbation of existing tension and the growth of social and political upheavals. Serious changes in the system of international relations, including the emergence of sovereign states after the collapse of the former USSR, are one of the most important events in political development in the early 1990s. After the collapse of the USSR, political and economic relations in the post-Soviet space were paralyzed. Under these conditions, the new independent states tended to create various institutions and associations for economic relations or to unite with existing institutions and associations, and looked for ways to develop bilateral and multilateral cooperation. The author conducted research in this area as an integral part of the problem, compared the current state, the dynamic development in the integration processes of the Caspian countries and the foreign policy line in this direction.

Рассматриваются основные этапы геополитического соперничества конкурирующих в каспийском регионе держав на протяжении более двести лет, начиная с первых десятилетий XVIII века. Основным результатом этой длительной конкурентной борьбы явилось установление в первой четверти XIX века военно–политической гегемонии российской империи над этим важным в геостратегическом отношении регионом Кавказ и Каспий. И чтобы понять и осмыслить подобные явления на Каспии, возникает необходимость выявления причин и анализа основных закономерностей геострофического процесса и современной геополитики.

Как составную часть проблемы на фактах анализируются режим Каспийского моря, основы национальных интересов государств. Самое важное, что исследуется отношение к вопросу целого ряда исследователей и тем самым делается попытка высказать характерные суждения в современной зарубежной политике.

Türk birliği-Turan kavramı kavram olarak yeni olmasına rağmen XIX yüzyılın sonları ve XX yüzyılın başlarında tarih yazımında fikir olarak varlığını sürdürmüştür. Modern zamanlarda bu kavramın altında yatan fikirlerin incelenmesi önemli olduğu için, makale onun kökeni ve gelişiminin tarihine özel önem vermektedir. Dünya düzeninin yeniden şekillenmesinin arifesinde, Türk birliği kavramının siyasi-ideolojik ve ekonomik-kültürel bir temelde hayata geçirilmesi gereğine dikkat çekildi.

During the last few years, most production-based businesses have been under enormous pressure to improve their top-line growth and bottom-line savings. As a result, many companies are turning to systems and technologies that can help optimise their supply chain activities. In this paper, we discuss a real-world application of scheduling in the mining industry. This is a highly constrained problem with some of the constraints changing over time. The objective is to generate a plan that meets the quality and tonnage targets by utilising the provided equipment and machines. The mathematical model is described in detail, and a three-module complex algorithm based on computational intelligence is proposed. The main software functionality is also described. The developed software is currently in the production use.

The establishment of the Eastern Partnership (EaP) policy as a part of the European Neighborhood Policy (ENP) sets new objectives for the deepening of cooperation between the EU and EaP countries, and the greater integration of the EaP based on shared norms, values and standards. Forming the eastern divide of the ENP, Armenia, Azerbaijan, Belarus, Ukraine, Moldova, and Georgia are considered official neighbors of the EU, although half of these countries (Armenia, Azerbaijan and Georgia) do not lie on the immediate borders of the EU. However, these South Caucasian countries play an important transit role by connecting the EU with Central Asia and China. Hence, the Baku-Tbilisi-Kars (BTK) railroad, crossing Azerbaijan, Georgia, and Turkey, establishes a significant link in the further development and integration of regional and global transit corridors stretching from China to Europe through Central Asia and the South Caucasus.

Тюркские народы Кавказа (азербайджанцы, балкарцы, карачаевцы, кумыки и ногайцы) оказывали и продолжают оказывать заметное влияние на этнодемографическое и культурное развитие населения Кавказа, формируя обновленный этнокультурный ландшафт региона в целом. Численность тюркских народов на Кавказе за 1989-2010 гг. выросла с 6926, 0 тыс.(1989 г.) до 9565, 0 тыс. человек (2010 г.), то есть на 2639 тыс. человек или в 1, 38 раза, а численность остальных, нетюркских кавказских народов уменьшилось с 16084, 8 тыс. до 15371, 0 тыс. человек; убыль их составила 713, 8 тыс. человек. Geopolitics and the socio-cultural aspects of regional affairs continue to change at a rapid pace. Military decisions that directly affect strategic outcomes rely heavily on cohesively understanding the operating environment and associated regional cultures of our allies and our adversaries. Army leaders at all echelons must be able to recognize and adapt in stride or ahead of these geopolitical and cultural changes in the operating environment and understand how they can directly affect broader mission outcomes. The US Armys Culture, Regional Expertise, and Language (CREL) Program provides a mechanism for the Army to prepare for its premier land force to operate within a regions indigenous cultures. This anthology, Cultural Perspectives, Geopolitics and Energy Security of Eurasia: Is the Next Global Conflict Imminent? Volume 1, written under the auspices of the CREL Management Office (CRELMO),provides insight and observations on the importance of the Eurasia region, including Russia and other countries of the former USSR. The articles that make up this work provide a detailed description of regional realities, including a contextual discussion of the current Ukraine situation, viewed through the prism of Russias traditional military-strategic culture. As with all countries in the Eurasian region, Russias traditional strategic interests play a critical role in the geopolitical and socio-cultural situation in that region.
