Dr. Şahin Bağırov Azərbaycan Milli Elmlər Akademiyasının Fəlsəfə və Sosiologiya İnstitutunun Siyasətin fəlsəfəsi və sosialogiyası şöbəsində aparıcı elmi işçidir. Siyasi elmlər üzrə fəlsəfə doktoru elmi dərəcəsinə malik olan alim elitar formalaşma, idarəetmə və sosial inkişafın siyasi və sosioloji aspektlərinə yönəlmiş geniş tədqiqat profilini formalaşdırmışdır. Onun elmi fəaliyyəti Azərbaycanda elitanın formalaşmasına təsir edən tarixi, siyasi və sosial amilləri sistemli şəkildə araşdırır, xüsusilə Sovet və post-Sovet dövrlərinə diqqət yetirir. Tədqiqat istiqamətləri siyasi fəlsəfəni empirik sosioloji təhlillə birləşdirən konseptual çərçivəni nümayiş etdirərək həm milli kontekstləri, həm də daha geniş qloballaşma tendensiyalarını əhatə edir. Əsas nəşrlər arasında 'Azərbaycanda elitanın formalaşmasının siyasi və tarixi xüsusiyyətləri' (2021) milli elit inkişafının dərin təhlilini təqdim edir və 'Siyasi elit və siyasi mədəniyyət: idarəetmə və tabeçilik probleminin siyasi-fəlsəfi təhlili' (2023) müasir nəzəri məqamlar təqdim edir. Onun 'Avstraliyanın Viktoriya ştatında aylıq yağıntının proqnozlaşdırılması: Klastervari xətti reqressiya yanaşması' (2017) adlı erkən işi multidissiplinar metodoloji tətbiqi təmsil edərək əhəmiyyətli istinad təsiri əldə etmişdir. Nəşrləri beynəlxalq indeksli jurnallar, konfrans materialları və akademik verilənlər bazaları daxil olmaqla müxtəlif elmi platformalarda dərc olunmuşdur. Elmmetrik göstəricilər: 15 nəşr, 192 istinad, h-index 2, i10-index 2.

This paper develops the Clusterwise Linear Regression (CLR) technique for prediction of monthly rainfall. The CLR is a combination of clustering and regression techniques. It is formulated as an optimization problem and an incremental algorithm is designed to solve it. The algorithm is applied to predict monthly rainfall in Victoria, Australia using rainfall data with five input meteorological variables over the period of 1889–2014 from eight geographically diverse weather stations. The prediction performance of the CLR method is evaluated by comparing observed and predicted rainfall values using four measures of forecast accuracy. The proposed method is also compared with the CLR using the maximum likelihood framework by the expectation-maximization algorithm, multiple linear regression, artificial neural networks and the support vector machines for regression models using computational results. Novel catalysts, consisting of manganese-containing complex with immobilized quaternized non-crosslinked and cross-linked polymer poly-4-vinylpyridine (P4VP) which was used as a carrier, have been obtained. These catalysts were tested for liquid phase oxidation reaction of n-hexane. The studies were carried out in the temperature range 298 K-408 K, molar ratios of hexane: oxygen= 1: 3.38, and atmospheric pressure. As a result of the catalytic oxidation of n-hexane, the following products were obtained: hexan-1-ol, hexan-2-ol, hexan-3-ol, hexanal and hexanone. It was shown that non-crosslinked and crosslinked N, N’-methylene-bis-acrylamide (MBAA) manganese-containing (5 wt.%) the polymer catalyst MnP4VP exhibits high activity in the oxidation reaction of n-hexane. The reaction rate constant for the oxidation of n-hexane by oxygen to hexan-1-ol, hexan-2-ol, hexan-3-ol, proceeding with the participation of non-crosslinked and crosslinked MnP4VP catalysts at 303-383 K has been determined.

The formation of elites in a society may have a rationale, depending on how" elite" is defined. If it is understood as a group of highly trained and talented people who have achieved a position of power and leadership due to their dedication and effort, then the formation of an elite can be seen as something positive, whereas if it is defined as a group of people who have acquired their position of power and wealth due to political, family or economic connections, then the formation of an elite can be considered problematic, since it can perpetuate inequality and exclusion in society. Considering this, the objective of this work is to carry out a political-philosophical analysis of the relationship between the political elite, governance and subordination. The importance of studying the relationship between these variables and how they interact is given that it can help citizens to better understand how political decisions are made and how power is exercised, in addition to allowing the identification and addressing of inequalities and subordination in society.
