The principles for modernisation of scientific-cultural activities can be actualized in the light of numerous novelties observed in the contemporary socio-cultural life. Modernization issues constitute an essential importance for these processes. Today integration processes are characterised with several distinctive features, in particular, they are multidimensional and they cover larger spheres of the socio-cultural life of the world people. Undoubtedly, one of the important factors facilitating sustainable cultural development is our historically rich material and cultural heritage, and the process of transformation of this heritage into political and cultural factors. Keeping such issues on the political-legal and scientific-methodological agendas in our country has already turned it into a centre of dialogue for the discussion of contemporary problems of various cultures.

Analysis of the notion of the ‘elite’can be regarded as something new to the scientific lterature. But elites are often seen in the frontlines of the social orders of any society. In modern scientific literature, the term ‘elite’is seen as a comparative notion related to the values and constituting an important segment of the society. This notion is also interpretted as an expression identifying those who hold the most important positions and possess outstanding capabilities and qualities. In this paper, we are going to analyse and discuss the change of concept due to the influences emerging as a result of the social transformation of modern societies.The paper examines a range of issues related to the concept of the ‘elite’in the sociocultural context. The esence of this concept is scientifically clarified on the basis of the Soviet and Western expreiences. The emergence of the theories regarding ‘elitarism’is comparatively analysed in the light of social and philosophical factors.
