Acceptance and legitimacy of the services offered by public administration is related to the relationship of the administration with the citizens. Democratic public administration comes to existence at the point of the relationship of public administration with the citizens. As a requirement of democracy, citizens want to have a say in the actions and operations of public administration. This understanding has a meaning beyond representative democracy and requires providing a direct relationship between public administration and citizens. Therefore, public administration needs to undergo a transformation. A large number of administrative approaches have emerged in recent years regarding the transformation of public administration. One of these approaches is governance. Governance refers to the implementation of administrative practice basically with public administration, citizens and non-governmental organizations and to the realization of decision making and implementation processes of public administration on a pluralistic basis. Although it has a controversial and comprehensive terminology, one of the most prominent roles is leadership. Leadership is a crucial role within society, often associated with authoritarian, participatory, and charismatic concepts. The leadership of Heydar Aliyev, the founding leader of Azerbaijan, is often referred to as savior leadership. Despite the Soviet Union's long rule, Azerbaijan quickly built its identity and gained independence in 1991. Various names have been used to describe his leadership style.Purpose: In this regard, in the relevant study, the meaning categories related to the concept of savior leadership towards Haydar Aliyev will be determined and its relationship with this concept at the discourse level will be questioned. But unfortunately the conflict still remains unresolved. Zero progress has been reached so far in the negotiation mediated by the Minsk group. Armenia is not interested in resolution of the conflict. It tends to keep the position of neither fire, nor peace. But in the early April of 2016, as result of subversion of Armenian armed forces the tension in the contact line of troops which was followed by numerous human causalities, once more confirmed that remaining the conflict frozen might would always cause the intense war.” But the international mediators for some reason wouldn’t demonstrate any unequivocal position upon this case although they support the territorial integrity of Azerbaijan. It is expected that the members of the Minsk group of the OSCE, as well as global community would take precise measures to solve this problem fairly. Failure to adhere to the principle of justice would draw to crisis not only the region, but also worldwide. The reality is that, the USA, Russia and France wouldn’t bring the aggressor down as a neither permanent member of the UN SC, nor as a member states. The questions determined as research questions were answered and examined in a detailed and understandable way. I have divided my study in three parts. In the first chapter, I have analyzed the general politics between the Russian diplomacy. We divided Russia’s process after 1991 into two parts and examined Boris Yeltsin’s foreign policy preferences towards Central Asia and Vladimir Putin’s foreign policy preferences towards Central Asia. Although digital financial innovation has come to stay, what remains unsettled is its application effect on different sectors of the economy and, most notably, the public sector fiscal management. Thus, using the Vector Autoregression (VAR) technique and Toda-Yamamoto procedures, this study empirically examines digital finance and government revenue generation in Nigeria between 2009Q1 and 2019Q4. This study confirms the existence of positive but non-significant digital finance on Nigeria's government revenue generation. Furthermore, there is evidence of a lack of causality between digital finance and government revenue generation in Nigeria. Therefore, there is no causal relationship between digital finance and government revenue generation in Nigeria. Therefore, we recommend the government implement policies to digitalise its fiscal operations and strengthen frameworks and institutions to encourage the complete digitalisation of Nigeria's payment system and other financial services.
